Court documents associated with the kidnapping case of a 15-year-old Dothan teen shed more light on the girl's abduction as well as why she was in DHR custody.
The alleged kidnapping was first reported Sept. 16 and the teen was eventually located near Cincinnati, Ohio Sept. 22. She was traveling in the company of her mother, stepfather and five siblings.
In an affidavit filed by an FBI agent, on Sept. 3 an employee at the Gold Point Circle North campground in Hixson, Tenn., observed an adult male and a young female engaged in a sexual act. Police responded to the campsite and confronted the pair. They identified the man as 36-year-old Charles "Dean" Partin. In this document, the 15-year-old is identified only by her initials.
Initially, Partin and the teen said that she was of age and that she was a family friend. After separating the two, the girl admitted her true age and that she was five months pregnant. She also added that Partin was her common-law stepfather.
Partin admitted to being the teen's common-law stepfather and said he originally lied about his relationship with the teenager because of her age and he was scared.
Officers searched the pair's vehicle at the campsite and discovered and hand-written note from the girl's mother, Julie Bethke, giving guardianship of the teen to Partin. The note was reportedly signed but not notarized.
Officers took consensual DNA samples from the pair and contacted Bethke, who stated that she couldn't travel to Tennessee to take custody of the teen. The 15-year-old was then turned over to the Tennessee Child Protective Services, who then turned her over to Alabama DHR officials Sept. 6.
Documents say that the teen was to remain in DHR custody until a thorough investigation into the sexual abuse charges against Partin could be completed. The affidavit states that the girl remained with DHR until she was allegedly taken by Partin Sept. 16 while a DHR employee accompanied the girl to an OBGYN appointment.
According to the document, Partin entered the clinic and ordered the girl to get up. He then grabbed her arm and pulled her out of the waiting room and into a stairway. The DHR employee observed Partin and the girl getting into a blue Nissan van later linked to the case.
Subsequent investigations revealed that Partin and Bethke had planned a six-step process to abduct the teenager. The process was detailed in a list allegedly in Bethke's handwriting.
The affidavit states that this is probable cause to believe Charles Dean Partin kidnapped the teenager in violation of Alabama State Law.
Partin has been charged with kidnapping and Bethke has been charged with interference with custody of a minor. Tennessee authorities have also said that a warrant has been issued for Partin's arrest in that state for statutory rape.
