(CNN) - The NFL toughened its domestic violence policy following criticism for a two-game suspension for Baltimore Ravens running back Ray Rice.

In a letter to the league's 32 owners, Commissioner Roger Goodell said there will be a six-game, unpaid ban for personnel who violate the league's policy. A second incident would be punished by a lifetime ban from the league.

Surveillance video captured Rice dragging his fiancee off an elevator in February. The two later married.

Goodell didn't mention Rice by name, but he acknowledged in his letter that he made the wrong decision in that case.
